I suppose, on my ignorance- that this compile needs to be put in a different location to be called for? I am new to Linux/Ubuntu and programming language-speak, so any help here, non-tech type would be a help.

Wine compiles fine on 64bit machines, you just don't have everything needed to compile software installed on your machine. This is a Wine developer mailing list and you should not be posting this here. Please direct it to your Linux distro forums or IRC.
