Probably, but that's more of an issue for distributions than for Wine.
Note that using the s3tc support in the closed drivers doesn't change
that all that much, you'd just be using the code in the driver instead
of in libsquish / libtxc_dxtn. The reason for not using libtxc_dxtn is
mostly that it's pretty much unmaintained.
