it should not be specific for msvcrt. I think it should not be put in include/msvcrt
... really an MSVCRT-specific header.
(If you have VC7 or later, check the include directories - you won't find mbctype.h in the PlatformSDK/Include directory, but the include/ directory with the remaining C runtime related headers.)
