It's used (in a #if 0'd) block to dump differences detected in a test, if the comparison fails. Yes it's not used currently, but I guess it is (or has been) useful in understanding why some tests failed.
Maybe we can make the dumping not a compile-time choice but a runtime choice (and default on not doing it)...
