Take a look at WineLauncher. http://repo.or.cz/w/WineLauncher.git?a=shortlog It still needs a lot of work but its made with Lazarus so in KDE it can use Qt4 and in gnome it can use GTK1 or 2.
BTW WineLauncher it not ready for the end users (You need to read the source code to work out how to use it.).
