I see. For various reasons, it has been decided some time ago that this should be handled by the packagers themselves, and it should NOT be in the tree.
The spec files etc. should not be in the tree, that's right, but packagers shouldn't need any specific patches to configure or makefiles; if they need that either they are doing something wrong, or there is something broken in Wine that should be fixed.
