    - use decimals for specifying ipv4 addresses;
    - added comment to commit message;
    - test all the parameters in uphlpapi tests (and remove nsi/tests change);
    - use nsi_enumerate_all() instead of if_nameindex();
    - use static array for added addresses and introduce IPV4_ADDR() macro instead of using inet_addr();
    - handle the case when some of the static ARP entires are already present from host data.
