I personally like the idea of wine-staging as a holding que for the best of the passed over patches. Not to mention the project is becoming popular and has a growing user base.
That growing user base is thoroughly confused about the relationship between the two projects. I've been asked on the forum "isn't wine-staging just wine development?" Wine-staging users are reporting bugs fixed here when they haven't been, and it's not only inexperienced users. I've seen AppDB maintainers post info implying that patches in wine-staging will inevitably be included in Wine. That confusion is not the users' fault: they are routinely being referred to wine-staging by triagers and developers in our bugzilla. It's hardly surprising that they would think wine-staging is now the development branch.
