No, we do not build it by default as 64bit, if so it is a mistake.

Just second guessing where you or the user got this ... he used the development Emulators:Wine repo with the openSUSE_Factory development distro.
Not sure if it is factory or not: http://download.opensuse.org/repositories/Emulators:/Wine/openSUSE_11.0/
While there is a x86-64 subdirectory, there are only -32bit packages in it.
If people install "wine" or "wine-snapshot" it will take the correct one.
