This looks reasonable to me, as a solution. Changes should be submitted in a form of merge requests at https://gitlab.winehq.org/wine/wine. Note that you'll need to modify .sfd sources for both regular and bold Tahoma, and regenerate ttf files using fontforge built from https://gitlab.winehq.org/wine/fontforge.
