I can't reproduce this locally.

GetUserNameA() still reports success (so len < *size, that means
ERROR_INSUFFICIENT_BUFFER isn't set there) and GetEnvironmentVariableA
doesn't set ERROR_INSUFFICIENT_BUFFER anymore.
Am I missing something here?
