Probably REGCLS_SURROGATE is supposed to signal that CoFreeUnusedLibraries()
should call ISurrogate::FreeSurrogate(). This part is still not implemented.
Apart from calling ISurrogate::FreeSurrogate() I'm not aware of other things
that need special handling, so I'd appreciate suggestions regarding this.
