uartz.dll and some other newbie questions

Hello
I have 3 newbie questions.
1_I'm interested in quartz.dll but i can't find any resources. can any
one help me where can i find information about this dll.

2_plus wine used to crash during playing video files in games when
"native quartz.dll" had been installed. I'm interested to know what
was the problem.

3_Wine documentation says native dlls should be enabled through
winecfg or through command line: "WINEDLLOVERRIDES=quartz=n wine
myapp.ex.e" but where does wine look for native dlls.(for instance how
quartz.dll should be installed without winetricks)
