Same as anything else in Wine, I think: some windows
programs rely on them.  The DHCP VxD is used, for
example, by winipcfg.exe.

You mentioned in your old, old post you know how to
call VNBT; how much do you know?  I implemented enough
of io control code 116 to make winipcfg.exe happy, but
I didn't tackle io control code 119.  Know anything
about it?
