[PATCH 4/13] winemsibuilder: Forward winemsibuilder functionality to msidb.

Patches 1-3 implement the msidb features required by winemsibuilder,
this patch forwards winemsibuilder requests to msidb so that these
features are not unnecessarily duplicated.  The user is also informed
that they should use msidb directly and provides them with the
equivalent command-line arguments.
