I would definitely be willing to relicense it as long as the copyright stays there.
On another note -- we should probably remove the word "ReactOS" from the title "ReactOS Task Manager". Especially if wine will be using it.

I think that would be a good idea. IMO it's preferable to have a Windows compatible app and add Wine extensions to it,
than to create
a separate Wine-specific tool.
