You should probably add
CC="gcc -mno-cygwin" CXX="gcc -mno-cygwin" to the configure line if you
don't have a mingw cross compiler installed.

Cygwin has a BSD licenced getopt.c that doesn't need libiberty to link,
only mingw (AFAIK). Anyway worth investigating?
