TestBot vs. the power spike

There was some sort of power spike and now the power is wonky including 
for the rack where the TestBot VM hosts are hosted :-(. So for now they 
are powered off until the power issues are sorted out.

So if you wonder why the TestBot VMs are offline that's why.
I'll post an update when we know more.

And things should be back to normal now. Let me know if there is any 
issue.
