What I think we need is integrate something to the build system, so we have the real state of a language (which menu entries are translated, which dialogs are translated/adapted, etc.) but retain the functionnality of the English version.
It'd be an additional step to resource compilation, some kind of merge between En (or whichever master language we determine) and the other languages, before letting wrc compile the whole lot to a proper resource.

I'd suggest adding a version number that is incremented when the English resource is modified, and set for other languages when they are updated properly. Then wrc can ignore all the resources that aren't up to date and fall back to the English one. The only trick is that this needs to be done in a Windows-compatible way. A compiler pragma could be a way to do it.
