This (untested) patch completes the COMM16 code seperation. The COMM16 code can now be moved into USER (i think).

Juno 1.49 finds no fault with this, but AFAICS from a comm trace, the app doesn't use the DCB functions, so this is not such a conclusive test. Anybody else have any 16 bit comms apps?
