Please forward AtlAxCreateControlEx to AtlAxCreateControlLicEx and add FIXME about unsupported argument instead of the other way around. Otherwise we'd have to do that later to support the argument anyway.
Also AtlAxCreateControlLic would probably be better forwarded to AtlAxCreateControlLicEx.
