To disable PRs on GitHub mirror?

There is a GitHub mirror located at 
https://github.com/wine-mirror/wine/,
which has 13 PRs sent already.

I think it will be better to disable PR feature for now and even more, 
provide some mention
of wine-devel mailing-lists to which pathes should be sent.

Hi, Yurii.

This github mirror is not managed by Wine project, it's possible it was
Github own initiative to create it.

That means pull requests and issues there are left unnoticed. Patch
submitting process is described here
