Tooltips not on top in wxWidgets app

When I run my wxWidgets 2.6.3 app in Wine 0.9.11 the tooltips show up
behind the main window instead of on top as they should. Before I start
digging into this to figure out why, can anyone give me any tips on
where in the code to start looking?

I have been seeing this for a while --- with wxwidgets 2.6.2 and back to
wine 0.9.2 --- so it's not a recent problem. I am also running FC4 with
Gnome in case that matters.
