Well, can't help with that but we could start a new flame war about why
UTC is better for this then GMT0.

At least the program set TZ=GMT0 for a spawned process, when TZ was not set
before. Alsothe first hits with a Goggle search "TX win32" gave no UTC at a
prominent place.

Could you point us to a link where the setting of this environment
variable is described ?
I never  heard of this variable yet after 15 years of Windows use.
