I don't think we need to change CreateProcess at all.  In
my tests, Wine matched Win9x's CreateProcess behavior nicely.
All the changes we need are in wcmd, I think.

that's correct (I later checked also CreateProcess)
wcmd is to blame. I may have a look afterwards at wcmd (I'm currently on a two week trip, without any Linux box at hand)
