A number of tests fail if they are not running as an administrator with elevated privileges. These tests should really check they have the needed permissions/privileges and skip if they don't.
With Windows 2000 being decomissioned I repurposed it to allow testing running the tests in a regular user account (*) for developers interested in fixing these relatively easy test failures.

(*) More precisely Windows 2000 calls that a 'Restricted User Account'. It's an account where the user is not allowed to install applications. This is the sort of accounts that corporate desktops would be configured with.

Note that this does not affect the tests that are performed on wine-patches. From now on the tests will only be run on the Windows 2000 VM if you explicitly pick it when submitting a job to the WineTestBot (Show all VMs + check w2000pro).
