Sounds like a great idea (and looks like I have some work to do for the apps I maintain :) )
The AppDB doesn't have such a feature, but it should be pretty easy to make. I'll try to get it done to-day.

I think a little typesetting goes a long way in keeping peoples attention.
I looked at the wiki entry to see if I could possibly make it slightly more legible but I couldn't see a way to use plain old html.
Instead, I think something along these lines would be better suited, http://jeffz.name/regressionhunt.html I feel it's has more of an attention getting feel to it.
Notifying maintainers by email sounds like a good idea.

Yeah, my original looked like a huge block of boring text. I've added headings, I think it's a little better now. Still too long.

I would say 2 and 4 could possibly be combined, as well 6,7.8 are all almost the same and could perhaps be one. Reducing the number of major headings from 8 to 5.

I'm not sure how to do that well, but I did combine two headings, it's a little better now, thanks.
