Half Life 1 had problems with ProcessVertices clipping, but I don't remember if it set this flag or not. That was the pre-steam version of hl1. Since HL1 has a GL renderer and a native port nowadays I'm not opposed to just removing this part of the test. I don't see much work on ProcessVertices happening anytime soon.
