QEMU may be able to emulate NUMA so that may be worth a look (although the man page sucks on the topic). It's been a while since I looked at this stuff but it seems to me you need to have server or pro editions of Windows for it to be supported reasonably. Of course there's no reason for such limitations in Wine (if the hardware is present) but you may need to be aware of such things when running tests on Windows. If I recall there were licensing hoops to jump through if more than one CPU socket was involved.
