At *some* point we have to stop simply releasing CVS snapshots which may or may not work/run important apps/eat your hard disk and actually do proper releases that are, you know, tested'n'stuff.
Also consider that the time wasted on testing/releasing/branching will slow up wine development, whoever would be doing that could certanly work on the wine code itself. I fully agree with what Joerg Mayer says, the time has not yet come.
