No legal knowledge needed, the EULA at
http://www.microsoft.com/com/dcom/dcom98/eula.asp
is very clear, and says that the user cannot distribute the dcom installer.

Well if you do a google (dcom98.exe) search its on alot of servers out 
there.
So if MS pulls it off there servers we could just compile a list of 
working servers :-)
