If the problem is source control related (as opposed to technical direction related) you may want to look at svk, which lets you branch CVS repositories into a local repository then commit to your branch. Unlike arch it doesn't require a gateway and it isn't hard to set up or use.

IIRC, it's more of a technical direction nature. Jason doesn't want to do those kind of refcounting changes twice, so he's waiting on a proper procedure before continuing for the rest.
