I don't think that's a good idea at all. It would require everybody to
do that every time they make a change to that file, otherwise there
will be plenty of spurious whitespace changes and conflicts. Please
don't do that.

Ok, won't do that.

However, this brings the question - what do you say about the proposal 
to enable
 indent upon CVS checkin?
(But ONLY for files marked as wanting that!)

It will cause a lot of trouble for no good reason. Different people
have different tastes on indentation, and I have absolutely no
interest in trying to impose a standard, even on a per-file basis.
