The structures are not present in the current stable Windows 10 SDK 19041 build aka. 20H1. I have found those in the latest Windows 10 Insider SDK 20206 build aka. 20H2. Also the docx provided by Steve Lhomme has this in the copyright notice:

But the DXVA_ModeAV1_VLD GUIDs are present in 20H1 WinSDK which may be added safely.
I used these structures to decode AV1 with hardware from 2 different manufacturers. I doubt they will update their code to changes in the structures or that MS will change the API as easily now.
