Maybe this is a local misconfiguration (only I doubt it) or maybe I am going about it wrong,...maybe I deleted winetest.pm myself and can't remember...

No. I had to work around this in the last Debian package of wine, so it's not just you...
,...maybe I deleted winetest.pm myself and can't remember...
Alexandre moved the file to a subdirectory, but forgot to update the makefile install rules.
