Problem with DirectSoundCreate

My app calls DirectSoundCreate, which fails, returning
DSERR_ALLOCATED.  I have no idea what the problem is.
Any ideas what might be wrong, or any traces, etc I could
provide to give more info?

aren't you running in the background an app which keeps the audio port
opened?
running with -debugmsg +audio,+dsound would help
