Yes, but it will also switch to menu selection under most Windows applications, a majour annoyance (unless shift is pressed fist, but who
really does that?).
Try just '-option grp:toggle'. Then pressing and releasing right alt will work as a permanent keyboard switch. For additional options, see /usr/X11R6/lib/X11/xkb/rules/xfree86.lst (on RH 7.1 at least), or if this file is not present, do some grep (eg. "shift_toggle") to find a similar one.
But in any case, shouldn't wine consider any AltGr switchers (including both shifts, if defined) as shortcut keys (instead of handling each modifier key independently)?
