Hello Jiajin, and thank you for your interest in contributing to Wine!

Patches like this one that implement version-dependent behavior are
generally not accepted in Wine. Instead, Wine tries to do "the right
thing" regardless of what the Windows version is set to in winecfg.
For this patch to even be considered, you will have to show that it
fixes a real-world application. Opening a bug report at
https://bugs.winehq.org/ would be best.
