RFC: OlePicture patch

Can anybody comment on this?

I know that it's not the best solution (or if it is it's without explanation).
I tried to find anything about this magic number but I found nothing.
Unless someone has a reason _not_ to apply it I vote in favour of it.
It helps VB programs with the SSTab control without pictures
assigned to the tabs to load properly. As there are no pictures
it shouldn't read more data from the stream and try to create a
picture with wrong data.
