Proposal template for SOC2008?

I was thinking of copying the template perl uses for people wanting to
submit a proposal.

Anyone sees anything wrong with using

?

I think this is more verbose than all the applications I've ever written. :)
I think it's nice to give as a guidance if we don't require people to 100% 
stick to the template just for the template's sake.
