Why is `parse_complete` special in this regards? It feels like hacking a symptom instead of root of the problem. Should we ever process tasks recursively?

Good point, some testing reveals your assumption is true, but implementing this isn't straightforward and there's some stuff to think about (also timers may be broken), especially since some of the "tasks" come from wine-gecko rather than from WM_PROCESSTASK.

Yeah, changing how things controlled by Gecko behave would be more tricky to change, but I think it's fine to ignore that in context of the problem you're fixing.
