Rather than running the Launcher to update WoW, run the BackgroundDownloader.exe in the WoW directory, and as soon as it opens, go into the preferences for that app, disable Peer to Peer downloading, and enable "Don't throttle background download". From http://www.opengl.org/registry/specs/NV/half_float.txt: "If NV_vertex_program is not supported, references to VertexAttribPointerNV should be removed, as should references to VertexAttrib*h[v] commands.".
