This is a lack of the proper fonts. Without the proper fonts installed the battle.net application does not have the required font to display the text in the pulldown box so the pulldown box is not populated. On Ubuntu 16.04 I was able to resolve the pulldown box issue by downloading the fonts and building the font cache.
