[Bug 43030] LINE: Window border stays on top of other windows

The problem is that the border stays on top off all other windows. The screenshot I attached shows the exact behaviour. If I disallow the window manager to control the window, then the entire app is always on top, which is the opposite of what I'm looking for, a virtual desktop would do the same as well.
