Guilty patch is "ml-patches/0027-kernel32-Add-support-for-FILE_FLAG_WRITE_THROUGH-to-.patch" - reverting it fixes the issue. To test just run the installer and then run "drive_c/Program Files/Wargaming.net/GameCenter/wgc.exe" in a fresh(!) WINEPREFIX.
