Previously it was, since it was started on its own thread, but as of 3a884c2ef7a5828a5b42bf9d2532422afeac0fd8 it is started on the main thread. Specifically, it's started inside of the INSTALL standard action, and we disable WoW64 redirection for all standard actions.
