I tried running Europa Universalis 2 using wine-staging 6.9 and see similar error except the log is slightly different from OP probabily due to overriding with native quartz.dll, devenum.dll, dsound.dll, and dmime.dll. I'm using proprietary nvidia and pulseaudio, but no problem with audio during cutscene. I only applied make_rgb_colorref() returning color as-is if 0xffffffff since most of the other changes seem to be in wine-staging.
