I still get the problem on archlinux: wine-9.22-1 Rolling back to 9.8-2 and it works fine again. I think I will wait for Wine 10 to arrive and check again. As soon as I find the time I can check if the libraries are loaded correctly. But currently I don't have time to debug it, sorry. If it really is caused by a security update in gstreamer like you say though then it might be hard to find the commit in a reverse regression test.
