Doesn't happen in full screen mode and reverting 606d2f48bf8149bf45153f11ef3501eece20762c fixes the problem in virtual desktop mode. Unfortunately, I can confirm this issue happens to every version of Wine (up to the most recent one). My best guess after gathering information on VRChat blogs about this issue is that the core issue is likely the VRChat AVProVideo plugin failing to use the webcam because of some unimplemented API function in the Media Foundation (mfplat) framework.
