I did not see any indication in the output of ./configure that it was missing fontforge. Granted, there are plenty of other bugs affecting Civ4, but this one seems to be gone. I just saw a bug was fixed in fontconfig related to wine's usage. I just loaded and compiled the cvs for fontconfig. I am not sure if I can test without building it into an rpm.
